Administrators at Pennsylvania State University have used rented rooms, borrowed rooms, corporate rooms and department store rooms to hold continuing classes in Downtown Pittsburgh. But that has changed. The State College-based university now has a branch center for continuing education in the Pittsburgh Engineers' Building, formerly the Union Trust Co. Building, 337 Fourth Ave. "We had rooms to hold classes before.

But they were always someone else's rooms," said Edward J. Donovan, director of continuing education for Penn State's McKeesport Campus and the new Pittsburgh center. University President Bryce Jordan cut the ceremonial ribbon at the center's formal dedication yesterday before a crowd of about 100 business people, alumni and staff. Jordan called the creation of the center a milestone in the university's history and a return to its original mission as a land-grant school. "Penn State has a responsibility to reach out to citizens all over this commonwealth." A study by the university in October predicted that 60 percent of its students in the future will be adults.

That means there will be a greater need for adult educators and centers for continuing education, administrators said. The new center houses classrooms and conference facilities and will be a home base for such long-established programs as law, management and engineering. Mary G. McElhinny Mary Greubel McElhinny, 91, died yesterday at the Kane Regional Center in McKeesport of pneumonia. Mrs.

McElhinny was a longtime resident of Greenville, Mercer County, but about three years ago she moved to Munhall, where she lived with her daughter, Rita Matta.
